The Houston Flood Insurance Guide: NFIP vs. Private, and What You Actually Need

If there is one insurance lesson every Houston homeowner should learn from the last decade, it is this: standard homeowners insurance does not cover flood. Full stop. It doesn't matter how expensive your policy is or how good your carrier is — if water rises from the ground up and enters your home, you need a separate flood policy.

NFIP: the federal option

The National Flood Insurance Program (NFIP), administered by FEMA, is what most Houston homeowners think of. It caps dwelling coverage at $250,000 and contents at $100,000. For many homes in the Houston area, that limit is well below the actual cost to rebuild.

Private flood: the modern option

Private flood carriers like Neptune, Wright, and Palomar have grown quickly since Harvey. They typically offer higher limits (often $1M+), replacement cost on contents, and shorter waiting periods (some as short as 10 days vs. NFIP's 30). In many Houston ZIPs, private flood is also cheaper than NFIP.

Do I need flood if I'm not in a flood zone?

In Houston, the honest answer for most homeowners is yes. FEMA maps are updated slowly and don't reflect the reality of urban flooding — bayou overflow, drainage backups, and unprecedented rainfall events. A preferred-risk NFIP policy for a low-risk Houston home typically runs $400–$700/year. Weigh that against a rebuild you'd otherwise finance yourself.
